An Introduction to MSMA2 for Local Authorities in Sarawak

Free 1 day seminar entitled: "An Introduction to MSMA2 for Local Authorities in Sarawak."

Background

In early 2016, the State Government of Sarawak has approved the adoption of Sarawak Urban Storm Water Management Manual (SUStoM) for Sarawak.

Under SUStoM, developers are required to make provision for water storage such as the creation of ponds or tanks to manage stormwater when opening up new areas for both residential and commercial purposes.

SUStoM/MSMA

The content of SUStoM follows closely to that of MSMA (Manual Saliran Mesra Alam Malaysia or Urban Stormwater Management Manual)- the second edition (MSMA2) of which has been enforced in West Malaysia since July 2012, although SUStoM do include special provisions to meet the distinct requirements of Sarawak.

Lately, JPS Sarawak has started making it a requirement to comply with MSMA for new development projects around the state.

Since Sarawak is still in the early stages of applying the guideline, valuable lessons can be learned from their counterparts in West Malaysia who are faced with a number of issues in complying with the requirements of MSMA2.

These include changes in design parameters like storm, temporal patterns, peak discharge, hydrograph and changes in the storage volumes of On-Site Detention (OSD), detention basins and sediment basins.

How to Design Detention Basin Seminar at IEM, PJ on 13-3-2015

The seminar on design of detention basin will be held at the Institution of Engineers Malaysia (IEM), Petaling Jaya on Friday 13 March, 2015.

As you are aware, the second edition of MSMA (MSMA2) was enforced on 1 July, 2012.

Based on our case studies for Kuala Lumpur, we found significant changes in major design parameters using MSMA2 as follows:

1. Design storm increased by up to 126%,
2. Design discharge using Rational Method increased by 131%,
3. OSD storage volume increased by up to 235%
4. Storage volume for wet sediment basin increased by 165% and
5. Detention basin increased by up to 130%.

The seminar covers the problems of applying MSMA2 in the design of detention basins.

Case studies have shown that the storage volume computed using MSMA2 is up to about 30% bigger than MSMA1 for Kuala Lumpur.

In this Seminar, we discuss the changes affecting the design of detention basin in MSMA2.

2. Firstly, to compute the design storm for use in the design computation, you can click to select any one of the 135 stations in West Malaysia on a map, and the software will compute the design storm for you.
3. Secondly, to compute the discharge hydrographs using the Rational Method for use in detention basin computation, all you need to do is to select the nearest stations on a map, enter the catchment area and select the runoff coefficient and the software will compute the design discharge for you. You can also choose to apply the Time-Area Method for the computation of the discharge hydrographs.
4. Thirdly, for detention basin design, the software will apply MSMA1 or MSMA2.
