This car was submerged in water along the I-25 ramp to westbound 6th Avenue. The water rises and then sits for hours in the same places, stopping traffic and causing quite a problem for commuters. The issue is too much water, too much litter blocking drains, and a drainage system with pumps that are 50 years old. The drainage system worked in the past primarily because there was undeveloped land nearby, so the land could soak up the water. But new development such as buildings and concrete has played a role in changing how the drainage system works.
