Considering that new additions to the storm sewer system are designed to handle only a five-year storm event - a rain so heavy it's likely only matched every five years (and that older parts of the system may not achieve even those standards) - it performed well. The first sewer system in Council Bluffs carried a combination of storm water and sanitary sewage, both of them running untreated to the Missouri River.
