The storm intensities world-wide including in Malaysia have been on a rising trend due to the effects of global warming. The “Urban Stormwater Drainage Design Procedure for Malaysia” or the “Manual Saliran Mesra Alam Malaysia” (abbreviated as MSMA) is the drainage design guideline published by the Department of Irrigation and Drainage Malaysia (Jabatan Pengairan dan Saliran Malaysia or JPS). It is required by law for engineers to design drainage system to comply with the requirements of MSMA. One of the objectives of MSMA is to mitigate flash floods in Malaysia by control-at-source. Among the options for control-at-source include the construction of On-Site Detention (OSD) and Detention basins or ponds. Review the practical difficulties faced by Malaysian engineers in the application of MSMA to the design of on-site detention (OSD) and detention basins including costs, land reserve requirements, and other technical and design problems. Currently, there is a shortage of references, tools and software for the design of on-site detention (OSD) and detention basins. There is an urgent need for courses and training workshops in these subject areas. Fortunately, there is a series of regular workshops on MSMA conducted by Ir. Dr. Quek Keng Hong who is a renowned expert on MSMA in Malaysia. The workshops provide technical training for engineers on technical requirements by JPS on on-site detention (OSD) and detention basins. Since 2000, thousands have attended his workshops on MSMA. In the workshops, participants learn via practical hands-on case studies on how to Optimize the design of On-Site Detention (OSD) and Detention Basins to meet the requirements of the approving authorities. The workshops are conducted with laptop PC and Excel spreadsheet templates. The workshops also include training on: Preparation of Erosion and Sediment Control Plan (ESCP), Hydrologic and Hydraulic Modelling for Urban Drainage System.
